I would like to chime in on rookie skills, you should look at the bonuses that are presented on the rookie ships. Give newbros the skills to actually use the bonuses on there ships. I am not my PC do I don't recall what they are off hand. But it would be a great step towards NPE skill improvement.

Decent list of skills but does not give the new player the skills to go anywhere they want to go, it is heavily geared toward fleet PVP, and nothing else, and TBH it is too much and might get overwhelming.

This is the second worst idea. Attributes is the only thing that reminds me D&D system. They are nothing like the D&D system, they're only purpose is to determine how fast a player can do something and if players can't do something then they aren't going to keep playing for long.

I would to take a moment and talk about the Drones skill. Whilst it is only a 1x skill for a new player wanting to use a Tristan a 5 day wait to use it's primary weapon system is a bit too much.
IMO drones should all get another 10% damage nerf and the drone skill changed to a 2% damage per level. Then just make it so that all players can use 5 drones.

It is a legacy skill and needs to be updated, drone control should be an aspect of each hull much like turret or launcher hardpoints.

They don't need advanced fitting skills as most ships can be fit using t1 modules with all skills set to 0.

They should also get some light industry skills, Astrometrics, hacking, archeology, and salvaging skills, a couple levels in Trade to get them started in the market too.
This should give them a good idea of what they can do in the game as well as provide them with some options of making isk.
It would be no where near 2m skill points though which is fine IMO, there are plenty of things to do and ways to play without having tons of skills.

I think newbros simply need to skills to use there racial frigates from day one, they done need to be able to fit them well but at least use there basic functions with out any additional skilling.
